I stayed at the Palace Hotel and I had no problems. The room was pretty clean and I had a small balcony facing the street. It was convenient for me, because I found other people also going to Tortuguero, so we went in a group.
You can find it on Calle 2-3, if you go 1 block north from the bus stop.
It's pretty cheap too (my room was 13$).
